To hire an actuary in Singapore or Hong Kong, use a headhunter with a dedicated actuarial desk who can test exam progress and technical experience, knows the regulatory rules for appointed actuaries in both cities, and can reach passive candidates. Generalist firms suit analyst hiring; for qualified, appointed or Chief Actuary roles in 2026, a specialist usually finds a shorter, better-matched shortlist.
The actuarial market in both cities is small and well connected. Most strong candidates are already employed, and many will only talk to a recruiter they already trust. That makes the choice of headhunter more important than for most finance roles.
Start by defining the actuary you need
“Actuary” covers very different people. Before you brief anyone, pin down four things.
- Practice area: life, general (P&C), health, reinsurance, pensions or consulting.
- Function: pricing, valuation and reserving, capital and risk, IFRS 17 reporting, or product.
- Qualification stage: student, associate, or fellow, and which body they are qualifying with.
- Regulatory role: whether the person will be, or will deputise for, the appointed or certifying actuary.

The rules that shape senior actuarial hiring
Singapore
Under MAS Notice 106, insurers must seek MAS approval for the appointment of key executive persons. The notice defines these to include the appointed actuary and the certifying actuary, alongside the principal officer and, for Tier 1 insurers, the CFO and CRO. Your headhunter should screen for candidates MAS is likely to regard as fit and proper, and your timeline should allow for the approval step.
On qualifications, the Singapore Actuarial Society grants Fellow membership to actuaries who hold Fellowship with a recognised Category 1 or Category 2 actuarial association, and Associate membership to those with Associateship from one. In practice, most candidates you see will be qualifying through an overseas body such as the UK Institute and Faculty of Actuaries or the US Society of Actuaries, so your recruiter needs to read exam transcripts from different systems.
Hong Kong
The Actuarial Society of Hong Kong notes that the Insurance Authority sets the requirements for the statutory roles of Appointed Actuary and Certifying Actuary, and that these include being a Fellow Member of the ASHK (FASHK) and obtaining the ASHK Certificate. To become an FASHK, a person must be a fellow of an approved actuarial body, be nominated, be assessed by the ASHK Council and pass the required ASHK Certificate papers. A strong fellow from Singapore may therefore still have a step to complete before they can take the appointed role in Hong Kong.

Hiring an actuary from overseas
Both markets often recruit actuaries from abroad, and the immigration route affects your shortlist.
- Singapore: an Employment Pass candidate in financial services needs a qualifying salary that starts at S$6,200 a month and rises with age to S$11,800 at 45 and above, rising again from 1 January 2027 to S$6,600 and S$12,700, according to MOM. They must also pass the COMPASS points framework. Actuaries are not on MOM’s Shortage Occupation List, so there is no skills bonus for the role itself.
- Hong Kong: actuaries are on the government’s Talent List, which describes the requirement as a relevant first degree plus at least three years of actuarial-related experience. Under the General Employment Policy, the Immigration Department says applications normally take four weeks once all documents and the fee are received.
How to choose the headhunter
Ask technical questions
Ask the consultant to explain the difference between the pricing and valuation profiles you might see, or how they verify exam passes. A recruiter who cannot discuss IFRS 17, reserving or capital modelling at a basic level will struggle to persuade a fellow to take their call.
Ask about reach in both cities
Many actuarial careers move between Singapore, Hong Kong and other regional hubs. A headhunter with consultants or offices in both cities is more likely to know who might relocate, and how a move changes their qualifications position.
Ask how they approach passive candidates
For fellow-level roles, job adverts rarely work. You want a firm that maps the market (who works where, in which practice area, and at what level) and approaches people directly and discreetly.
Agree the commercial model
Contingency fees in Singapore commonly sit around 15% to 25% of annual salary, according to JTE Recruit, with specialist and leadership roles at the higher end. A realistic timeline
Allow for the search itself, the candidate’s notice period and, for appointed or certifying roles, regulator approval. Qualified actuaries in senior posts commonly have contractual notice periods longer than the statutory minimum, so check this early.
